5.15 Breakaway from Jetty During Cargo Operations
a) If vessel losing some, or all, of its moorings due to incidents such as a passing vessel, high winds or accidental release of jetty mooring hooks.
- Sound vessel's emergency alarm to summon assistance and stop cargo operation.
- Activate ship shore emergency shutdown procedures and take all steps to prevent pollution (Tankers only).
- Alert engine room for emergency readiness to maneuver.
b) Prepare to use anchors and or additional moorings to prevent vessel drifting into a dangerous situation, summon tug assistance as directed by Master. Before using anchors, check for underwater pipelines.
c) Do not resume cargo or bunker operations until vessel is re-secured, the incident properly reported and recorded, and any spillage fully cleaned up. When resuming cargo, full checks are to be carried out as per Cargo Handling Procedure.
5.15.1 Weather Conditions/Electrostatic Hazards
a) The Chief Officer and OOW must continually monitor and record weather conditions during cargo operations. If the weather deteriorates such that electrical lightning may affect safe operation, the Master may cease cargo operation and all tank openings to be closed in the event of an electrical storm.
b) Cargo operations should cease in severe weather conditions if having trouble in holding vessel alongside jetty or if vessel surging at the jetty such that cargo hose is at risk.
c) During board to board transfers, the operations should cease if weather conditions deteriorate such that cargo line, moorings or fenders are at risk. Both Masters must decide if it is prudent to disconnect and pull clear until conditions moderate.
